In these Terms, the following definitions apply unless context requires otherwise:
2.1 By creating a fillbet Account, clicking "I Agree" or any equivalent acceptance mechanism during registration, or by accessing, browsing, or using any part of the Platform, you unconditionally accept these Terms and agree to be legally bound by them.
2.2 These Terms are effective from the date of your registration and remain in effect for the duration of your use of the Platform and thereafter to the extent any provision survives termination.
2.3 If you are accessing the Platform on behalf of a third party, you warrant that you have full authority to bind that party to these Terms. In such cases, references to "you" in these Terms include both you and that third party.
2.4 fillbet reserves the right to amend these Terms at any time in accordance with Section 15. Continued use of the Platform following notification of amendments constitutes acceptance of the revised Terms.
3.1 Age Requirement. Use of the Platform is strictly restricted to individuals who are twenty-one (21) years of age or older at the time of registration and at all times during which they use the Platform. This requirement is imposed by PAGCOR regulations and is non-negotiable. fillbet enforces this requirement through mandatory KYC verification.
3.2 Jurisdiction. The Platform is intended for use by individuals located in the Philippines. It is your sole responsibility to ensure that accessing and using the Platform is legal in your jurisdiction. fillbet makes no representation that the Platform is accessible or appropriate for use outside the Philippines.
3.3 Legal Capacity. You must have full legal capacity to enter into a binding agreement under Philippine law. By accepting these Terms, you represent and warrant that you possess such capacity.
3.4 Self-Exclusion. Individuals who have voluntarily self-excluded from gambling — whether through fillbet's own self-exclusion program or through any PAGCOR-administered exclusion registry — are not permitted to access or use the Platform and must not attempt to circumvent any exclusion measure.
3.5 fillbet reserves the right to refuse registration, suspend, or close any Account where it determines or reasonably suspects that the eligibility requirements set out in this Section have not been met.
4.1 Registration. To access fillbet services, you must complete the registration process accurately, providing your legal name, date of birth, Philippine mobile number, and email address. All information provided must be truthful, accurate, and current.
4.2 One Account Policy. Each individual may hold only one (1) fillbet Account. The creation of multiple accounts by the same individual, whether using different names, mobile numbers, email addresses, or payment methods, constitutes a material breach of these Terms and may result in the permanent suspension of all associated accounts and forfeiture of all Account Balances.
4.3 KYC Verification Requirement. In compliance with PAGCOR regulations and applicable Philippine anti-money laundering laws, fillbet requires all Players to complete identity verification before withdrawals are processed. KYC verification requires submission of:
4.4 fillbet reserves the right to request additional documentation at any time for the purpose of verifying identity, source of funds, or compliance with applicable regulations. Failure to provide requested documentation within the timeframe specified will result in Account suspension and may result in Account closure.
4.5 Accuracy of Information. You are responsible for ensuring that all Account information remains accurate and current throughout the life of your Account. Providing false, misleading, or fraudulent registration information constitutes Prohibited Conduct under Section 9.
5.1 You are solely responsible for maintaining the confidentiality of your fillbet Account login credentials, including your username, password, and any two-factor authentication codes. fillbet will not be liable for any loss or damage arising from unauthorized access to your Account resulting from your failure to maintain confidentiality of your credentials.
5.2 You must notify fillbet support immediately upon becoming aware of any unauthorized access to, or use of, your Account. fillbet will investigate reported unauthorized access and take appropriate action in accordance with its security procedures.
5.3 You must not share your Account credentials with any other person, allow any other person to use your Account, or transfer your Account to any third party. fillbet Accounts are strictly personal and non-transferable.
5.4 fillbet implements industry-standard security measures including 256-bit SSL encryption, optional SMS-based two-factor authentication, brute-force login protection, and device session management. fillbet strongly recommends that all Players activate two-factor authentication on their Accounts.
6.1 Accepted Payment Methods. fillbet accepts deposits and processes withdrawals via GCash, PayMaya, BPI, BDO, and Metrobank. Additional payment methods may be added or removed from time to time. The payment methods available to a specific Player may vary based on the Player's verification status and geographic location within the Philippines.
6.2 Minimum Deposit. The minimum deposit amount is ₱200 per transaction unless otherwise specified for a particular promotion or payment method. fillbet reserves the right to revise minimum deposit amounts upon notice to Players.
6.3 Withdrawal Processing. Withdrawals are processed only to the same payment method used for the corresponding deposit and only after KYC verification is complete. Withdrawals to GCash and PayMaya are processed within the timeframe published on the Platform at the time of the request, subject to verification checks. fillbet reserves the right to delay processing of withdrawals pending the completion of identity, fraud, or anti-money laundering checks.
6.4 Currency. All transactions on the Platform are conducted in Philippine Pesos (PHP / ₱). fillbet is not responsible for any foreign exchange losses or bank fees incurred by Players using internationally issued cards or accounts.
6.5 Chargebacks. Any chargeback initiated by a Player against a fillbet transaction without prior authorization from fillbet constitutes a material breach of these Terms. fillbet reserves the right to suspend the relevant Account, recover the disputed amount from any positive Account Balance, and take legal action to recover the funds and associated costs.
6.6 Anti-Money Laundering. fillbet complies with the Anti-Money Laundering Act of 2001 (Republic Act No. 9160) as amended, the Terrorism Financing Prevention and Suppression Act of 2012 (Republic Act No. 10168), and all related AMLC regulations. fillbet reserves the right to report suspicious transactions to the relevant authorities without prior notice to the Player concerned.
7.1 fillbet may from time to time offer bonuses, free credits, cashback, and other promotional benefits to Players. All such offers are subject to specific terms and wagering requirements published at the time of the offer and incorporated into these Terms by reference.
7.2 Wagering Requirements. Bonus Funds are subject to wagering requirements that must be satisfied before the corresponding funds or winnings derived from them may be withdrawn. The applicable wagering multiplier, eligible games, and time limits are specified in each individual promotion's terms.
7.3 fillbet reserves the right to withdraw, modify, or cancel any promotion at any time without prior notice, provided that Players who have already accepted and are actively using a promotion shall not have the terms of that promotion materially altered retroactively to their detriment.
7.4 Bonus abuse — including but not limited to creating multiple accounts to claim the same promotion, using prohibited betting patterns to meet wagering requirements with minimal risk, or exploiting technical errors — constitutes Prohibited Conduct and will result in forfeiture of all bonus-related winnings and Account suspension.
7.5 fillbet reserves the right to reverse bonus credits and associated winnings where it determines that a Player has not complied with these Terms or the specific terms of any promotion.
8.1 All games available on the fillbet Platform are governed by individual game rules accessible within each game interface. By participating in any game, you accept the applicable game rules, which form part of these Terms.
8.2 Random Number Generator (RNG) Certification. All fillbet slot and digital table games use certified Random Number Generator (RNG) technology independently tested and certified by accredited third-party testing laboratories. RNG certification ensures that game outcomes are statistically random and not subject to manipulation by fillbet or any third party.
8.3 Live Casino Games. Live dealer games at fillbet are determined by physical outcomes — actual cards drawn by human dealers, actual roulette wheels spun in real time, actual dice shaken in containers — streamed live from certified studio facilities. All live sessions are recorded and retained for a minimum period as required by PAGCOR regulations.
8.4 Game Malfunctions. In the event of a technical malfunction or communication error during a game session, the affected round may be declared void and all wagers refunded to the Player's Account. fillbet's determination regarding game malfunctions is final, subject only to the dispute resolution procedure in Section 14.
8.5 Return to Player (RTP). Published RTP percentages for all fillbet games represent the theoretical long-term average payout rate and are not a guarantee of individual session outcomes. Actual results will vary significantly in any individual session due to the inherent variance of casino games.
9.1 The following conduct is strictly prohibited on the fillbet Platform. Engaging in any Prohibited Conduct constitutes a material breach of these Terms and will result in immediate Account suspension, forfeiture of Account Balance, and where appropriate, referral to law enforcement authorities:
10.1 All content on the fillbet Platform — including but not limited to the fillbet brand name and logo, game content, software, graphics, text, trademarks, sound effects, and all other materials — is the exclusive property of fillbet and its licensors and is protected by applicable intellectual property laws.
10.2 You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the Platform solely for your personal, non-commercial gaming activity. This license does not permit you to copy, reproduce, distribute, publicly display, modify, create derivative works from, or otherwise exploit any fillbet intellectual property without the prior written consent of fillbet.
10.3 The fillbet name, logo, and all related marks, product and service names, designs, and slogans are trademarks of fillbet. You must not use such marks without the prior written consent of fillbet.
11.1 fillbet is committed to promoting responsible gaming across the Philippines and complies with all PAGCOR requirements relating to player protection. The following responsible gaming tools are available to all Players directly from the Account dashboard:
11.2 Cooling-Off and Self-Exclusion. Once a cooling-off period or self-exclusion is activated by a Player, fillbet will not reinstate access before the expiry of the requested period, and in the case of permanent self-exclusion, will not reinstate access at any future time. Players are urged to self-exclude if they feel their gaming activity is causing harm to themselves or others.
11.3 Age Verification. fillbet is required by PAGCOR regulations to ensure that no person under the age of 21 accesses gambling services. 12.1 To the fullest extent permitted by applicable Philippine law, fillbet's total aggregate liability to you arising out of or in connection with these Terms or your use of the Platform shall not exceed the total amount deposited by you into your fillbet Account during the twelve (12) month period immediately preceding the event giving rise to the claim.
12.2 fillbet shall not be liable for any indirect, incidental, consequential, special, exemplary, or punitive damages, including but not limited to loss of profits, loss of data, or loss of goodwill, arising from your use of or inability to use the Platform, even if fillbet has been advised of the possibility of such damages.
12.3 fillbet does not warrant that the Platform will be uninterrupted, error-free, or free of viruses or other harmful components. fillbet shall not be liable for any loss or damage resulting from a distributed denial-of-service attack, viruses, or other technologically harmful material that may infect your computer equipment or data due to your use of the Platform.
12.4 Nothing in these Terms shall limit or exclude fillbet's liability for death or personal injury caused by negligence, fraud or fraudulent misrepresentation, or any other liability that cannot be excluded or limited under applicable law.
13.1 fillbet collects, processes, and stores personal data in accordance with its Privacy Policy, which is incorporated into these Terms by reference, and in compliance with the Data Privacy Act of 2012 (Republic Act No. 10173) and its Implementing Rules and Regulations.
13.2 By accepting these Terms, you consent to the collection, processing, and storage of your personal data by fillbet as described in the Privacy Policy. The Privacy Policy sets out the types of data collected, the purposes for which it is processed, the legal bases for processing, your rights as a data subject, and how to exercise those rights.
13.3 fillbet may be required to disclose personal data to PAGCOR, the Anti-Money Laundering Council (AMLC), the National Privacy Commission, or other regulatory authorities in compliance with applicable law. Such disclosures do not constitute a breach of these Terms or the Privacy Policy.
13.4 The fillbet Privacy Policy is available at fillbet.co/privacy-policy and should be read in conjunction with these Terms.
14.1 Internal Resolution. Any dispute, complaint, or claim arising out of or relating to your fillbet Account, any game outcome, transaction, or these Terms must first be submitted to fillbet's customer support team via the contact methods listed in Section 17. fillbet will acknowledge receipt of the dispute within 48 hours and aim to resolve it within 14 business days of receipt of all relevant information.
14.2 Game Outcome Disputes. Disputes regarding specific game outcomes must be submitted within seven (7) calendar days of the disputed outcome. After this period, game outcome disputes will not be accepted. All game sessions are logged and retained; fillbet will review the relevant session logs when investigating a game dispute.
14.3 Escalation. If a Player is not satisfied with fillbet's resolution of a dispute, the Player may escalate the matter to PAGCOR in accordance with PAGCOR's published complaints procedure. fillbet will cooperate fully with any PAGCOR investigation.
14.4 Governing Law for Disputes. All disputes shall be governed by the laws of the Philippines and, unless resolved through the internal procedure or PAGCOR process, shall be subject to the exclusive jurisdiction of the courts of Makati City, Metro Manila, Philippines.
15.1 fillbet reserves the right to amend, modify, or replace any part of these Terms at any time. Material amendments will be communicated to Players via email to the registered email address or via an in-Platform notification at least fourteen (14) days before the amended Terms take effect, except where immediate amendment is required by law, regulation, or PAGCOR directive.
15.2 Your continued use of the Platform after the effective date of any amendment constitutes your acceptance of the amended Terms. If you do not agree to the amended Terms, you must close your Account and cease using the Platform before the effective date of the amendment.
15.3 The most current version of these Terms is always available at fillbet.co/terms-conditions. The "Last Updated" date at the top of this document indicates when the current version was published.
16.1 These Terms shall be governed by and construed in accordance with the laws of the Republic of the Philippines, including but not limited to Presidential Decree No. 1602 (as amended), the Electronic Commerce Act of 2000 (Republic Act No. 8792), the Data Privacy Act of 2012, the Anti-Money Laundering Act of 2001 (as amended), and all applicable PAGCOR regulations and issuances.
16.2 Subject to Section 14, any legal proceedings arising out of or in connection with these Terms shall be brought exclusively before the competent courts of Makati City, Metro Manila, Philippines, and you irrevocably submit to the personal jurisdiction of those courts.
16.3 If any provision of these Terms is held to be invalid, illegal, or unenforceable under applicable law, that provision shall be modified to the minimum extent necessary to make it valid, legal, and enforceable. The validity and enforceability of the remaining provisions of these Terms shall not be affected.
